ALBANY — Advocates are launching a new drive to raise New York’s minimum
wage — but state lawmakers have no plans to return to Albany to do so.
A coalition of union, religious and anti-hunger groups gathered in Albany on
Monday to pressure the Republican-controlled state Senate to hike the
minimum wage to $8.50 an hour from the current $7.25 an hour by the end of
the year.
They called on Gov. Cuomo to use his hefty political clout to pressure
Republicans to act on the increase, which already has been approved by the
Democratic-controlled Assembly.
“Families need the pay raise now,” said Michael Kink of the Strong Economy
for All Coalition. “The governor is a champion of this measure, and he
should speak out to get the Senate to pass the bill.”
But Scott Reif, a spokesman for Senate Majority Leader Dean Skelos (R-Nassau
County), said Skelos remains concerned that a minimum wage “would be a
jobs killer.”
A Cuomo spokesman did not immediately respond to a request for comment.
New York’s minimum wage has been $7.25 an hour since 2009.
The increase approved by the Assembly would see an immediate bump to $8.50
an hour and automatic adjustments in future years tied to the inflation rate.
The legislation, sponsored by Assembly Speaker Sheldon Silver (D-Manhattan),
would make New York’s minimum wage the highest in the region, surpassing
Connecticut’s $8.25 hourly rate and Massachusetts’ $8 wage. The federal
wage is also $7.25.
The coalition’s actions Monday — a Thanksgiving meal at a soup kitchen and
a rally and prayer vigil outside the Senate chambers — came as hopes for a
special session of the Legislature before the end of the year grew
increasingly dim.
Sources close to Cuomo have said it’s highly unlikely a special session
will be held to deal with issues like a minimum-wage hike and a long-sought
pay raise for state lawmakers. The sources cite the continued uncertainty
over which party will rule the Senate in January — because two key election
results are still being contested and face lengthy recounts — and the
cleanup and recovery from Hurricane Sandy.
The Legislature’s failure to return also leaves in limbo an effort to renew
a property tax abatement on thousands of city co-ops and condominiums,
which expired in June. Lawmakers were expected to approve an extension of
the abatement during the special session.
A spokesman for Mayor Bloomberg said the city will continue to honor the
abatement under the expectation that lawmakers will retroactively renew it
in January.
Cuomo has said he supports raising the minimum wage but has not signaled
whether he supports Silver’s bill, which was adopted by the Assembly before
the Legislature ended its session in June.
Advocates said a wage hike would boost economic activity and help hundreds
of thousands of New Yorkers escape poverty.
“As we approach this holiday season, we must remember that the only way to
create long-term change for the low-income workers of New York is through
real policy change,” said Retail, Wholesale and Department Store Union
