OSes and web applications/services are expected to talk to
each other regardless of the OS they are on. So MS has to
persist to some common, open standard, eg. XML, SOAP, UDDI.
And, as the "premium .NET language", C# has been submitted
to ECMA, together with CLR (Common Language Runtime?).
