美国参议院批准助学贷款行业大规模改革议案
美国参议院周四投票通过了一项助学贷款业大规模改革议案,此举可能会给自克林顿(
Clinton)执政时期以来的大学助学贷款运营方式带来最剧烈变革。
根据提议,所有私人贷款商都将被禁止发放助学贷款,而联邦教育部(Department of
Education)将取代私人机构通过一项政府支持项目成为唯一的助学贷款发放方。
整个议案在提交给美国总统奥巴马(Barack Obama)签字生效前还需要再提交给众议院批
准。众议院计划周四晚些时候审议该议案,民主党领袖已经表示了对该议案将获得批准
的信心。
停止私人机构发放助学贷款后,联邦政府将不再向发放贷款的银行支付费用,根据美国
国会预算办公室(Congressional Budget Office)的估算,未来10年,这将给纳税人节
省680亿美元开支。
节省下的开支将被用于提高对困难学生的助学金,此外还会将拿出100亿美元用于弥补
财政赤字,拿出91亿美元用于支持医疗保险计划。

WASHINGTON—The Senate voted to implement a major shakeup of the student
loan industry Thursday, in a move that will lead to the most dramatic
changes in the way college loans will be made since the Clinton era.
Under the proposal, all private lenders will be banned from originating
student loans, with the federal Department of Education stepping in to
become the sole provider of loans through a government-backed program.
The overhaul bill still needs to clear the U.S. House once more before it is
sent to President Barack Obama for his expected signature. The House is
scheduled to consider the bill later Thursday, and Democratic leaders have
expressed confidence that it should be approved in that vote.
Republicans have argued the federal government is effectively nationalizing
the student lending industry, while Democrats have countered that it is
simply ending an ineffective use of taxpayer dollars so they can be put to
better use elsewhere.
The move to end private origination of student loans would put a halt to
fees paid by the federal government to banks that originate loans, saving
the taxpayer $68 billion over 10 years, the Congressional Budget Office has
estimated.
Those savings will be reinvested in boosting grants for poor students,
making a $10 billion payment to the deficit and diverting $9.1 billion to
help pay for the Democrats' ambitious health-care plan.
The changes go into effect July 1, far too quickly, some universities and
colleges have argued, for them to make the transition to sourcing all loans
from the federal government.
The total savings forecast was $19 billion less than the CBO's original
estimate of $87 billion in savings made last year. Critics in the lending
industry have argued the real savings could turn out to be much lower
depending on future interest-rate and loan default levels.
Lenders have fiercely opposed the changes, arguing that they are more
efficient at administering the program. They still will be allowed to bid to
service the loans after they are made by the federal government.
The industry has warned about heavy job losses as a result of the
legislation, with some putting the estimate at 30,000 jobs nationally.
SLM Corp., the largest student lending firm better known as Sallie Mae, said
this week the move could force it to shed 2,500 of its 8,600 U.S. employees
.
Such a controversial change to the student lending market wouldn't have
cleared the Senate this year due to opposition by many moderate Democrats.
But Democratic leadership added the measure to legislation implementing the
final pieces of its health-care overhaul. Senate Democrats invoked a fast-
track procedure known as budget reconciliation to push the measure through
the Senate.
This meant it required only 51 votes to pass, not the 60 votes supermajority
normally needed to win approval for major pieces of legislation in the
Senate.
In the end it received 56 votes, with Sen. Blanche Lincoln (D., Ark.), Sen.
Ben Nelson (D., Neb.) and Mark Pryor (D.,Ark.) joining the Republicans in
opposition. Lincoln is facing a tough re-election fight in Arkansas where
she is trailing badly in the polls. Nelson is the most conservative member
of the Democratic caucus who often votes with the Republicans.
Both supported the wider health-care bill that was approved by the Senate on
Christmas Eve and then by the House on Sunday night.
