邦」(a more perfect union)，显然的就是要介绍美国联邦(Federalism)与其宪法：

联邦政府对教育标准的制定和实施牵扯到 FEDERALISM 在美国宪法下的定义和权限。从
美国建国起，美国人就对联邦政府有成见，不给联邦政府其不应该有的权力。所以宪法

一事放任自流，由州政府全权处置。
