上周三，32岁的女子史婷勒（Kathryn Steinle）在旧金山第14号码头被45岁的桑切斯
（Francisco Sanchez）无故开枪射杀。警方在案发后证实，嫌犯桑切斯是一名无证移
民，曾有7次重罪纪录，涉及毒品交易等，前后5度被递解出境回墨西哥。
国土安全部的纪录显示，今年3月，移民局曾要求旧金山县执法当局拘押桑切斯，等候
移民当局再度递解他回墨西哥，但是，旧金山县警方却在不久前把他释放了。上周三，
流浪街头的桑切斯在旧金山码头无缘无故地朝正在散步的史婷勒开枪，导致受害者当场
死亡。嫌犯桑切斯被当场逮捕。
警方调查发现，嫌犯桑切斯是最近才被旧金山县法警释放，而他持枪杀人完全是毫无目
标的随心所欲。
这起不幸命案的发生，激起了湾区各界的强烈关注，也引发了全国性的是否要为无证移
民提供庇护场所的争议。反对无证移民的一方质疑旧金山当局，作为一名有着长期犯罪
记录并等待遣返的无证移民，当地执法当局为何要给桑切斯人身自由，导致这起原本可
避免的悲剧发生。
宣布竞选美国总统候选人、纽约地产富豪川普则借题发挥，称这起完全可预防的命案，
再度证明了联邦政府必须要在美墨边境筑起围墙，杜绝来自墨西哥的无证移民进入美国。
不过，代表旧金山县警局律师霍妮（Freya Horne）上周五表示，依据市府通过的避难
法令，生活在旧金山的无证移民，无论他或她来自何方，市府当局都不会把他们移交给
移民当局，除非有接到逮捕令。
报道指出，旧金山市长李孟贤对此案不予评论。正准备竞选县警长连任的马格林利（
Ross Mirkarimi）也不予置评。
正准备竞选国会参议员的加州总检察长贺锦利（Kamala Harris），是赞同旧金山为无
证移民提供庇护场所。
现任州参议员、前旧金山市议员阿米亚诺（Tom Ammiano）也对旧金山这个法令持支持
立场，目前他正在考虑竞选州的行政主管。
旧金山湾区KPIX媒体政治分析师卡昂（Melissa Caen）为此表示，最近几年的统计发现
，旧金山还没有人曾因过于亲移民政策而输掉选举。
她说：“这一立场无法改变，否则你将会在旧金山失去你的选票。出于这个原因，我还
没有看到任何一位政治家在这一领域要真正地改变他们的选票或是修改这一法令条款。”
受害者的家属表示，他们必须面对失去亲人所带来的痛苦，但不愿涉入这一敏感政治议
题的争论。
