警察最怕的是Internal Affairs的人，IA Complaints会在他们的career里留下记录，
而且这种数据对他们的precinct也非常negative
举个周末发生的一个事的例子，昨天晚上约一个吃完饭，他大概9点多回家后发现他老
婆不在家，手机打不通应该是关机状态，他打了他老婆最好的朋友电话都不知道人在哪
儿。于是他报了警，等了一个半小时警察也没有来。他期间又打了几次911，接电话的
说已经把message发给local precinct几次了。
报警系统的流程是这样的，911把信息发给指定的precinct，朋友家的地方是NYPD 1xx
Precinct的警务区，但是夜班警察收到911的信息后一般由值班deputy来做dispatching
，发指令给在路上patrol或者在局里待命的警车执行出警，但是夜班警察并没有派出警
车。
于是朋友求助于我，我查到那个1xx分局的电话，接电话的值班警长态度很差，说我们

我买HCC medical保险当时主要是受广告的影响，当时也在网上看到过差评，但没太放
心上。我想只要是合情合理的，保险公司不至于拒绝吧，而且没保险不放心啊。我不想
买特别贵的保险，买个基本的就行。买的时候觉得保险范围和金额可以满足自己需要了。
前年年初开始买的。一直没用时，觉得还好吧。去年11月看了一次病，12月寄给保险
公司我填好的claim form。今年2月份接到医生的电话提醒我需要填写claim form给保
险公司，我打电话给保险公司，保险回复是：他们收到我的claim form，他们在等医生
寄材料。
3月份我打电话给保险公司，得到的回复是：材料都齐全了，很快就处理。
4月我打电话给保险公司，对方说没收到我的claim form，没办法处理。我说前两个
月都确认过收到了。于是，对方让我hold on电话，等了大约十分钟，改说收到我的
claim form了，又说我有两个医生，他们只收到了一个医生的材料。我说“我只有一个
