问题是，现在整个系统是扭曲的。
一方面，正像你说的价格体系不合理，而且也不透明，医生开这个那个检查从来事先都
不告诉你要多少钱。你去office visit也从来不知道要多少钱，只有事后收到账单说多
少钱就是多少。在中国去医院，挂号费是多少就多少，专家门诊普通门诊都明码标价。
做检查也是先交钱再做，需要交多少钱很清楚。
另一方面，接受同样的服务，不同的人价格完全不同。中产要交高额的保险费，完了现
在还要大量的copay，而很多福利阶层什么也不用交或交很少，或者收到账单也不付，
只申请援助，却能接受相同的服务。
正确的incentive确实能够节省医疗开支，防止滥用。但是为什么只防止中产滥用，却
放任福利阶层滥用，事实上，到底哪个阶层更会滥用呢？ |
