Stability Fund 这个Fund如果欧元区国家出不够的话(几乎肯定不够)，就要通过发行
欧元债来补足。

Stability Fund, which was set up last year to provide low cost loans for
troubled eurozone nations. The proposed changes include, among other things,
allowing the fund to buy government bonds directly from investors and banks.

欧元不比美钞，不能向国外输出通胀的，谁都知道是饮鸩止渴，最终图利美国和英国。
另外一味印钞会让欧元贬值，那么德国出口赚来的欧元就不值钱了呀，所以德国不会同
意的。据说德国的财力救个希腊是没有问题的，他是想让希腊城服。现在估计统一大计
被美国打乱，同意不让欧洲银行消化欧债损失，那么应该是在其他地方达成了某种协议
，不可能赔了夫人又折兵吧。等待中。
德法统一不给欧银行剔毛，说法也是很tricky的，如果欧银行基金不听话，说不定德国
法国有什么不是force的手段来给他们退毛，也说不定。
感觉欧峰会还有好戏。这次是法德和美斗法。上次美国在幕后，五国央行行动后，美国

以下是我的问题。
1. 为什么有人愿意以3.5%的利率向希腊提供30年期贷款？该利率是希腊政府在近期与
债券持有人的谈判中一直坚持要求的，但它比澳大利亚和新西兰──两国均处于全球财
政状况最好的国家之列──10年期国债利率还要低。希腊总理帕帕季莫斯(Lucas
Papademos)要是自己借钱给别人，愿不愿意接受这些条款？如果愿意，他同不同意将其
作为谈判的一部分？如果他不愿意，凭什么这样要求别人？
2. 如果允许违约的希腊为其债务支付3.5%的利息，凭什么要让没有违约的爱尔兰继续
支付7.2%的利息？为什么西班牙和意大利也要分别支付5.7%和6.5%的利息？他们看到这
