is so important for all of us to make sure that taxes don't go up on the
middle class.

众的“请愿”热情很高，白宫原本规定一个提案在30天内只要有5000人联署就可以成立
，想不到网页开通后，各类建议源源不断，不少提案很快就在30天的期限内超过5000人
的联署下限，为此，白宫不得不一再提高联署人数下限，先从5000人改为2.5万，后改
为5万人，现在则是10万人。

学习和借鉴美国法律和法律文化，对中国现代化建设是非常重要的。但是，扭曲的翻译
，可能会带来事倍功半的结果。前述“国务卿”、“白宫”、“总统”一类的翻译词汇
，给人的感觉是：民主国家的领导人同帝王一样，有宫殿，有“爱卿”，可以“总而统
之”。这不利于中国人对民主法治的理解，会在无形中阻碍民主法制建设。为了防止翻
译中的文化扭曲，必须用民主、法治的心态翻译来自美国的法律词汇，不能以专制独裁
的心态对待这些法律词汇。
美国有没有“总统”，这难道也是一个问题吗？是的，这的确是个问题。在美国的政治

最刚烈的谋士陈宫
陈宫是最早出现的谋士，曹操刺董未成功，被当时做县令的陈宫擒拿后，陈宫反而将曹
操给放了，还舍家弃园跟随曹操一同谋大业，可是后来曹操途中因心中生疑杀了自己伯
父吕伯奢一家。陈宫本是忠义之人，见曹操如此行径，便弃曹离去。相比后来跟随在曹
操身边的名士们，陈宫算是最有气节和忠义的。。无论是《三国志》中还是《三国演义
》中对陈宫的评价都很高，如此有骨气和气节的人确实值得后人景仰的，我就是对其景
仰之人之一。三国里出现了不少谋士，都是今天服务袁家，明天投奔曹家，谁家称王便
投其帐下。陈宫是少数战败后一心求死之人，曹操本惜其才华和念其救命之恩，不想杀
之，但是陈宫对曹操的行径痛恶之极，可谓道不同不相为谋，既不愿为之用，只能以死
