president, the NCI director will send a letter of resignation and the new
president will approve it (appoint a new one) or disapprove it.
In general, presidential appointment of NCI director is not a good thing for
this institute because it is affected by politics much more than other
institutes of NIH. For example, the former former NCI director is surgeon
