具体的说, 请thoery的人讲讲这个会比起stoc, focs, soda
这种top conference来significance如何? 请PL的人讲讲这
个会和POPL, PLDI, ICFP这种top conference的significance
比起来如何.

'theory top conference'.
In theory, only 2 top conferences: stoc and focs;
then second tier is soda;

It is a conference for people with theoretical results on some subjects that
have no practical applications.
Having said that, I must admit I don't understand most of the talks given
there
so don't take my words too seriously.
Nonetheless, it is a not easy to get accepted in LICS.

and try to find some not-"ad hoc" method/analysis,
but still not get it.

严格的理论方法(虽然可能毫无用处).很多其他ad hoc
network的会议，只要简单的heuristic，加上看的过去的模拟结果就能发。

You can consider there is a sptiao-tmeporal distribution
of data and there is a distribtion of
queries, and there are moving units as the nodes
of network. the data,queies, and objects are moving. there must have
some characterstics of such kind of system. And, posing some
realistic constraints, you have your problem to study.
But I think there must be some existing framework and anlysis on
the capacity, performance curves, etc. I don't want to re-inv

hear about LICS in PL much. I hear most about those 3. I would
say PLDI = POPL >= ICFP. Where would you have LICS in this
ranking.
