ITD/Regional Traffic Engineering
Work Location: 1221 S. 2nd Avenue Tucson, AZ
UNCOVERED: State service position, not subject to State Merit System
requirements.
Position Description: This position oversees the traffic operation of the
Southern Traffic Region including the Tucson, Safford, and Globe Districts.
The primary responsibility is to ensure that the traffic control devices
used on these roadways meet current State and Federal regulations and that
the level of service for the motoring public meets the appropriate
guidelines; Provides leadership and coaching for the Traffic Engineering,
Traffic Electrical Operation, and Signing and Stripping staff of quality
project(s) in the complex rural and urban highway and freeway system;
Oversees Regional Traffic Engineering, Traffic Electrical Operation, and
Signing and Stripping Sections staffing to assure a well-developed staff
that is balanced against our workload; Provides technical support to the
District Engineer, Assistant District Engineer, Construction and Maintenance
Section Managers for problem resolution in the areas of traffic control for
maintenance, construction-related projects, project development, permit
encroachment traffic control requirements, design and all traffic related
safety issues. Prepares annual recommendations for the Five-Year Plan from
traffic perspective and district minor construction project program; directs
the development process, including attending field reviews. Reviews
construction plans and recommends appropriate modifications.
Knowledge, Skills and Abilities:
Knowledge of:
* Engineering philosophies, technical application requirements and
principles.
* Performing and directing traffic engineering studies, speed limit studies,
signal warrant, studies, crosswalk studies, and accident analysis.
* Reviewing Traffic Impact Analysis and assures recommended improvements are
incorporated into proposed developments.
* Coordinating interaction with other units regarding traffic related review
of permit application and detailed drawings.
* Providing technical assistance to engineers and project engineers and acts
as a liaison with other agency staff consultants and representatives of
other governmental agencies.
* Project construction plans during the design process, plans & reviews
field reports.
* Developing, training, coaching and evaluates and effective, efficient work
teams with emphasis on customer satisfaction.
* Developing prevailing laws, policies, procedures and guidelines.
Skill in:
* Personnel and resource management.
* Providing supervision, guidance and support to the Traffic Specialists &
other Traffic Engineering technicians.
* Work management including oral and written communication.
* Preparing detailed traffic and engineering studies and reports.
* Meeting the mission of an organization with allocated resources of Traffic
related issues.
Ability to:
* Understand complex association or relation issues
* Judge personalities and develop relationships
* Distinguish risk and opportunities in uncertain and dynamic settings.
* Learn quickly and focus on critical issues.
* Note: Registration as a Professional Engineer (PE) in the State of Arizona
or proof of eligibility for reciprocity in the State of Arizona. A valid
driver license is required at time of employment.
Preferred Candidate: Would have Bachelors of Science degree in Civil
Engineering; Five to 10 years in traffic Engineering related field.
