The defeated bill, sponsored by House Judiciary Committee Chief Lamar Smtih
of Texas, would have created 55,000 new STEM green cards by axing the
diversity visa lottery — a program which currently awards those spots
randomly to citizens of underrepresented countries. Lofgren’s bill sought
to award the same number of STEM green cards without cutting other
immigration programs. The diversity visa lottery currently accounts for
about 5% of green cards awarded annually.
“Supporters of legal immigration would not have killed one immigration
program to benefit another,” Lofgren said. | m******k

用不完的高科技绿卡可以归入其他绿卡类目增加名额。
现在这种僵局（民主党版本的STEM也会被共和党挡住）说明两党都没有紧迫感。可能需
要来个类似1957年苏联卫星上天的震撼来逼他们抛开争议，火速通过。
如果这个震撼是类似于中国攻克癌症之类的，那么提案中的STEM就会包括生命科学
