委员会主席、德克萨斯州共和党众议员拉马尔‧史密斯（Lamar Smith）宣布了一
项议案，将每年给予在美国大学毕业的拥有科学、技术、工程和数学（简称STEM）领域
高级学位的外国毕业生55,000个签证。该签证名额将取代旨在增加美国人口多元化的绿
卡“抽奖”。
根据《计算机世界》和《基督教科学箴言报》报导，议案主要内容如下：
*签证优先给与卡内基基金会（Carnegie Foundation）发布的217所顶尖大学研究机构
毕业的拥有博士或硕士学位的人。网上上课获得学位的也有资格申请，但他们必须人在
美国。
*必须由雇主为这些人申请签证。希望聘请外国公民并为其申请此类绿卡的美国雇主，
必须经过类似现在使用的职业绿卡中的劳工卡申请程序，以表明没有美国公民可以胜任
此工作。签证候选人必须同意在该雇主，或在STEM领域工作至少5年。
*为保护美国工人免受外国人竞争，该议案不包括生物学和生物医学类的高等学位的毕
业生，并要求聘请此类签证人员的公司要在本州人力机构的网站上公布该职位的招聘。
签证名额首先给予有博士学位的人。剩余未用的签证提供给有硕士学位的人。
*该议案还要求美国国土安全部在其网站上发布STEM签证的雇主名单，并每月更新。网
站还要公布外国人持有的STEM签证数量，并列出他们的职业。
美国专为在美国大学获得硕士以上学位的人预留了2万个H-1B工作签证。STEM议案没有
改变H-1B签证计划。美国总共提供85,000个H-1B工作签证名额，其中约一半为计算机行
业所用。
议案的支持者认为，这些高学位持有者世界各地都积极招揽，美国力争留下这些在美国
培养出的高级人才，而不是让这些人才流失后成为美国的竞争对手。但批评者认为，在
职业绿卡中使用的劳动卡申请过程中，几乎没有为美国公民提供保护。
不过，挑战性的问题不在于是否应该有STEM移民签证。包括斯坦福大学和麻省理工学院
的165位大学校长，致信总统奥巴马和国会领导人要求国会两党支持STEM签证。民调显
示，4个美国人中有3个人支持该议案，所以支持STEM移民很普遍。
棘手的问题是，以前公众支持STEM签证时并没有涉及需要减少另一种形式的移民，即多
元化移民签证（Diversity Immigrant Visa，简称DV），又称“绿卡抽奖” 。这是美
国政府每年为特定国家举办的移民签证活动，以吸引合格申请人移民到美国生活和工作
，每年名额为50,000人。目的是增加多元化。
哪些国家的公民可以参与绿卡抽奖，基本是根据该国家5年内的累计移民人数是否超过
五万人而定。“五年五万名移民”的限额，并不包括历届绿卡抽奖得奖者、难民及政治
庇护申请者。有资格抽奖的国家名单会每年更新一次。国会和总统在接纳STEM签证时，
会以牺牲绿卡多元化为代价吗？
国会将从下周末开始休会。本周三在众议院有 STEM特别投票程序，该议案需要三分之
二的赞成票以获得通过，这意味着需要民主党的支持。如果众议院通过，参议院对此议
案的讨论最早也将在总统选举后。

EB2IC目前的inventory里，肯定不全是符合STEM的，
比如会计，市场，和MBA的。
如果55，000的名额用不了，怎么处理啊？
浪费掉？还是可以留给文科生？

议将这部分剩余的名额留给非法移民。奥巴马愉快地接受了俺的建议
