NIH Director Francis Collins told BioCentury on Monday that he is "very
troubled" by a letter he received from a prominent Chinese scientist
expressing indignation over NIH's public warnings about foreign influence
over and appropriation of NIH-funded biomedical research.
"Clearly the writer of that letter has profoundly misunderstood what actions
the United States is taking," Collins added.
In August, NIH sent a letter to more than 10,000 of its grantee institutions
asking them to disclose relationships with or support from foreign partners
, writing that the agency was aware some foreign players “have mounted
systemic programs to influence NIH researchers and peer reviewers” (see “
NIH Investigating Foreign Influence in U.S.-Funded Research”).
The letter from Chinese academic Yi Rao accused NIH of unfairly targeting
China and casting aspersions on Chinese researchers in the U.S.
Rao is director and professor at IDG/McGovern Institute for Brain Research
at Peking University, dean of life sciences at Peking University and
director of the Chinese Institute for Brain Research.
Collins denied the agency's warnings target China, telling BioCentury Monday
that it would cause him "great concern" if China-born researchers working
in the U.S. or China felt NIH’s actions constituted "an effort to
discourage those very productive relationships or to imply a lack of
integrity on anybody’s part."
In a statement dated Aug. 23, Collins signaled a desire to continue
collaborations with foreign scientists and institutions while finding new
ways to keep intellectual property secure.
"We have so much to gain by working together across international boundaries
; we just have to be sure everybody’s playing fair," Collins told
BioCentury.
NIH requested in its letter that U.S. academic institutions set up briefings
with the FBI to discuss foreign threats. Rao expressed concern that
involving the FBI could interfere with scientific exchanges, and that
scientists could be tainted by false accusations.
The mention of the FBI served to let grantee institutions know it would be "
reasonable" to request information from that agency without implying a "
darker motive," according to Collins.
"I’ve tried in every way I can to try to emphasize that this in no way is
intended to be a targeting of individuals who are not born in the U.S. but
who are working here, because we greatly value those individuals," Collins
added.
A response "will be put forward" to Rao, Collins said, adding "I don't think
most of these claims in that letter are very credible."
He emphasized there's a short list of real examples of foreign influence in
biomedical research, "but knowing it’s not a zero list obligated us at NIH
to raise the attention of the community to the concerns."
Rao declined to be interviewed for this story.
