appraisal report回来加了condition,因为房子是重新remodel 的,没有完全做完,
主要是两个bathroom其中一个在地下室,还有gutter没弄完。fireplace 90%finished
。当初negoiate的时候我们知道也同意以后自己搞定,seller会把fireplace弄好,然
后会guarantee 拿到 certificate of occupancy。现在我的mortgage processor 要求
这些全部修好再去 finish appraisal。bathroom和gutter的cost已经体现在价格上了
。seller应该不会去修的。可是总不能我现在出钱去修吧,万一我修完了,mortgage
没批下来最后,我不是白花了2-3万?怎么办呢?我和银行一再说明这些item都是事先
说好的。seller也保证拿到certificate of occupancy。有经验的大牛们给出点主意吧

Without Certificate of Occupancy, your loan is hard to be approved. Also,
you have to do the 422 appraisal and appraisor has to do the final
insepection once all is done. Is this the new builder home or old home with
new remodeling? You need to negotiate with seller about this situation.
Otherwise it will be hard to get final approval.

只能等remodel完了再做贷款了.

Does that mean, as long as the seller get Certificate of Occupancy the bank
will be ok with the house condition?

No. The bank will need an as-is appraisal without any contingency.
However, I don't think the owner can obtain a CO with an open permit. If
all the work being done has passed the final inspection while you still get
contingencies on pending work completion, you can certainly file a complaint
against the appraiser.

重新跟seller negotiate吧,appraisal上注明要final inspection,没有办法拿到
loan的。

No, final inspection of the working being done in the seller's home, that
bathrooms, in particular.
