They just short China's economy on time.
China August industrial growth hits 6-year low
Those who don’t normally keep track of China’s economic indicators should
probably take a look this time: The country’s industrial output growth in
August slipped to the lowest level since the 2008 global financial crisis.
A series of other indicators, including property, investment and retail,
released on the same day, all point to a gloomy economic outlook. That may
test Beijing’s tolerance for slower economic growth.
Value-added industrial output in China rose 6.9% in August from a year
earlier, slowing sharply from a 9.0% increase in July, and below economists
’ expectations of 8.7% growth, official data showed Saturday. In particular
, electricity output — a closely watched economic indicator by the central
government — dropped 2.2% from a year earlier in August.
The property market continues to struggle as home buyers expect further
price cuts. Housing sales in China in the first eight months of the year
fell 10.9% to 3.43 trillion yuan ($559 billion), following a drop of 10.5%
in the first seven months of the year.
Although officials, including Premier Li Keqiang, have recently stressed
that growth is reasonable and under control, the health of the world’s
second-largest economy looks much worse than some had expected.
Economists say that if sluggish growth continues for a few months, policy
makers may have to step up its fire power to support growth. Below are some
economists’ comments, edited for style.
The industrial production number was quite a surprise…The economylost steam
very quickly in August and there was very slow credit growth in July. Also
a minor issue was the base effect. In August 2013, it grew quite quickly.
The sharp fixed-asset investment slowdown was mainly driven by the slowdown
in infrastructure investment and in property. I think, for sure, more
stimulus measures will be rolled out, with a bigger chance the government
will take a more aggressive approach on interest rates. Before this data, I
thought there was a 10% chance of a broad interest rate cut. But when you
see this terrible IP data in August, I see a 50% chance for a broad general
rate cut. I think they need to do something a little more aggressive. --

This week, Premier Li [Keqiang] was talking about the Chinese economy being
pretty stable. I think he’s trying to send out a message that things are
still OK, to say if there’s a further slowdown in the economy, they do have
a higher tolerance for a lower growth rate. If the slowdown continues for
another one or two months, I think they will not stay there. They may opt
for a broader cut in the banks’ reserve requirement ratio or in interest
rates. They can keep calm for another month. Credit growth is actually
normalizing, but they need to look at it in September. -- Ma Xiaoping, HSBC

不过我一直不知道他释放的改革红利是什么？除了城镇化和高铁的基本建设...没看见
