Thirty-nine minutes into his southbound ride from Wilmington, Delaware, to
Washington, D.C., Joseph H. Boardman, president and CEO of Amtrak, begins to
cry. We're in the dining car of a train called the Silver Star, surrounded
by people eating hamburgers. The Silver Star runs from New York City to
Miami in 31 hours, or five more hours than the route took in 1958, which is
when our dining car was built. Boardman and I have been discussing the
unfortunate fact that 45 years since its inception, the company he oversees
remains a poorly funded, largely neglected ward of the state, unable to
fully control its own finances or make its own decisions. I ask him, "Is
this a frustrating job?" |

. infrastructure in terms of dangers and failures, and year after year
Congress (meaning primarily Republicans) turn a blind eye to something that
impacts almost every single American. How many disaster will it take? The
Republicans through their sequester slashed funding for the NIH and medical
research and then became hysterical with Ebola panic. Bridges, roads, rail
systems and airports are in desperate need of repair. |

60-70年的超前性，也不错了。
但是美国确实不如中国容易，中国印钞票就行，剥削屁民就行，美帝没有这个自由，慢

况且，铁路拆迁背后人命案也不少（抗强拆），钱花了也很多（2万多亿负债，平均每
个中国人2000人民币），领导自己也进去了（刘志军）， 人民铁路出行增高了个100%
以上。

CENTURY INFRASTRUCTURE, like they have in Japan and China, and most of
Europe! Our roads are filled with potholes, our trains run at 25% the speed
and efficiency of other countries, and for heavens sake, lets start burying
those power lines! We are no longer in the 19th century!
High speed trains will save energy, time and link communities around the
country. China just built a 3000 mile high speed rail that spans across
China. Why can't we have a high speed train between LA and NY, via Chicago
and other cities along the way? Would a project of this magnitude not create
millions of jobs? Or is WAR what we are all about? |

prolonged troop deployments in Germany, Japan, etc., and the trillions of
dollars that we have given to friend and foe (including ones that truly hate
us)?
I love this country, fought in two wars as a volunteer, appreciate the fact
that it took in my ancestors and allowed them to reach for an secure a piece
of the American Dream.
But we are in trouble. We now only are only first in the size of our
military (good!) , the highest rate of imprisonment in the world (bad), and
the number of patents (good). But, in addition to the failing infrastructure
, we no longer are first in health care, education, quality of life,
relative economic parity, and the list could go on and on.
Those that deny this are fooling themselves or lying to us. The disrepair of
our infrastructure is symbolic
Sorry for the long post, I am just so tired of our "leaders" doing such a
poor job. |

of their systems are broken. The railroad system is just one of them. Their
Justice system is broken (see law enforcement abuse). Their War on Drugs is
misguided and corrupt (see anti-marijuana laws). Their education system is
dysfunctional (see comparisons with other countries). Their food system is
broken (see overweight statistics). They have a gang problem they don't want
to solve!
They even allow insurance companies to make government force people to pay
auto insurance!! That's legal "mobster protection money!" They even have
deductibles when you already pay the premiums!!! Dang!! That's evil!
In America, it's legal to have crumbling railroad systems and mobster

近期，一则来自京沪高铁公司的消息引起媒体关注：2014年京沪高铁运送旅客超过1亿
人次，比上年同期增长27%，首次实现盈利。世界上绝大多数的高铁都在亏本运营。京
沪为什么能够盈利，而且是运营3年多就实现盈利？如果考察历史，我们会发现，从全
世界范围来看，一条高铁盈利并不足为怪，但是在全国范围内盈利就鲜有先例。
北京交通大学经济管理学院教授赵坚认为，中国高铁亏损严重。据他估算，2013年中国
铁路总公司（简称中国铁总）负债3.2万亿元人民币，其中至少2万亿是建设高铁产生的
债务。按5%的利率计算，铁总每年支付的利息就高达1000亿元，而2013年高铁运营收入
约为666亿元（官方未公布有关数字）。这意味中国高铁的全部收入还不够支付建设的
利息。《中国铁路总公司审计报告》显示，铁总今年第二季度新增债务1600亿元，总负
债达到3.43万亿元，其规模相当于台湾全年的GDP。赵坚表示，目前中国全部高铁线路
中仅京沪高铁一条实现盈亏平衡，但京沪高铁属于中国高铁的特例，因为京沪一线处于
中国经济最发达、人口最为稠密的地区。即便如此，未来能否实现盈亏平衡也存在变数。
中国的高铁可能避免日本的灾难性亏损吗？从现在来看，重蹈日本覆辙的可能性极大。
一个可供比较的数据是，截至2014年12月底，中国时速达200公里以上的高速铁路新线
运营里程已经达到19369.8公里，但盈利的京沪高铁却只有1318公里。而且在可以预见
的将来，亏损的高铁线路会越来越多，因为现今的高铁线路主要是集中在人口集中的经
济发达地区和核心城市，随着高铁建设和运营呈网络状，高铁将会逐步通向人口稀少的
边远地区，很显然，这些地区的高铁能否盈利，是一个很大疑问。
事实上，不仅是高铁存在这个问题，高速公路建设也呈现了这种现象。尽管那些连
接主干城市的高速公路线路还是盈利，但是从全国层面看，高速公路修得越多亏损额却
越大。从2011年到2013年，全国高速公路的亏损额分别为323亿元、566亿元和661亿元。
