n******h 发帖数: 2482 | 1 The President’s budget was released yesterday. ... The proposal would,
according to Administration projections, stabilize the Federal debt close to
today’s elevated levels. Revenue increases play a large role, specifically
the following three proposals. The second one surprised us the most.
- reset tax rates on ordinary income, dividends and capital gains for upper
income taxpayers back to 2001 levels
- for upper income taxpayers, include a portion of municipal bond income,
pre-tax employee contributions to defined contributed plans, and pre-tax
employee and employer health insurance payments as taxable income
- limit non-charitable itemized deductions such as state/local taxes and
mortgage interest for upper income taxpayers
...
The answer: this proposal includes a new category of taxable income, which
would include your municipal bond income, your contributions to 401k plans
and other similar vehicles, and your entire health insurance premium (
regardless of who pays it). The approach appears to apply a tax rate to
these items equal to the difference between your top statutory tax rate and
28%. For example, a taxpayer subject to a top statutory rate of 35% would
pay a 7% tax on this income.

| m*****y 发帖数: 2424 | 5 At the top of that list is the expiration of the tax cuts approved during
the George W. Bush administration. They're scheduled to expire at the end of
2012, and the White House estimates that letting them lapse, at least for
households making more than $250,000, could pump $968 billion into the
federal coffers over the next decade.
Allowing those rates to expire, as Obama's budget proposes and as current
law would allow absent intervention, would mean the following changes:
-- For households making more than $250,000 and individuals making more than
$200,000, the top income tax rate would rise from 35 percent to 39.6
percent.
-- For those same households, the top rate on qualified dividends would rise
from 15 percent to 39.6 percent.
-- The top rate on long-term capital gains would rise from 15 percent to 20
percent.
-- The estate tax, known disparagingly as the "death tax," would rise to 45
percent from 35 percent.
总结一下,如果你的家庭收入超过25万,你将要多交4.6%的收入所得税,外加24.6%的
股息税,再加5%的long-term capital gain税。08代表另一半不交一分钱税的美国人民

The last two items alone for a typical dual-income family will add about 7%
* 55k = ~4k tax each year.
Chump change.

税率就是30%,甚至更高(用Roth, income 增加,可能把税率推高一档)
