人可以在一定范围内可以无视这种管辖权。最常见的例子就是鱼警查照的时候，你说你

特首权力来源不明。现在的制度甚至还不如港英时期。港英时期，香港是英国皇家私有

作为一名正直的科学家，对人类、祖国、与世界的贡献并非要局限在本国本土，一个加
拿大公民，如果到美国工作，绝不会有爱美国不爱拿加大之嫌，尽到公民应尽的义务，
就是爱国，到什么地方工作，取决于一个理性决策过程：尽量地发挥科学家的价值。这
个价值，显然并不仅仅局限在科学探索中，还体现在通过培养新一代的科学家而放大自
身的价值。国人熟习的白求恩大夫，难道不爱国么？用回国来展示爱国心，无疑是狭隘
的民族主义。
施一公受质疑的并非他是否回国在国内全职工作，是否真心回国，而是他的在回国过程
中不适当的操作与炒作，暴露了令人厌恶的狭隘的民族主义情结，分明在本专业以外是
一个极其普通的中国人，却要包装成道德高尚的爱国者，分明是一个善于投机捞取利益
的市侩，却要包装成大公无私的教育家与道德楷模。ＣＮＮ对中国有了不实报道，国人

但也座无虚席。
会议开始，Mark Santoro 缺席。其它议员都在。市长黄少雄介绍SCA5今早已死。张昭
富议员说，只是 halt，不能确认是否已经彻底死亡。另外一位议员说，通过
resolution 没问题，只是不知道还有什么用？ 可以说，开会之前，市议员们已经决定
会通过 resolution。 由于UAAFA提前离开，没有等到投票过程。
最少有60个人填发言卡 （通常我去Cupertino的市议会，一个item有5人发言就算多）
。黄少雄把每人发言的时间限制为 1 分钟。
由于时间限制，UAAFA 发言阐述了两点：
1. 大家懂得SCA5不是quota。反对 SCA5 不是因为 quota，而是种族歧视就是不对。
（这点乃针对 Evan Low 说社区有 misinformation 而说）
2. 有些学生需要特殊帮助，但无论如何不该用肤色决定。
短短的1分钟就结束了。

citizenship?
