有问题的。贝志城之所以不能出示“正确诊断”并不是因为他手里没有这样的东西，而

陕甘宁边区卷烟生产萌芽始于1943年。当时边区的大生产运动已取得了丰硕的成果，为
发展烟草工业创造了条件。同年11月24日，边区第一家国营纸烟厂——西北纸烟厂在延
安新市场成立，同时又有10多家私人卷烟厂及作坊投入生产。
1944年边区卷烟厂如雨后春笋般地发展起来。中央党校建成丰裕卷烟厂，三边分区教导
二旅政治部开办了庆丰卷烟厂，关中分区成立了大泉卷烟厂，延安成立了华丰卷烟厂、
丰足卷烟厂等。当时边区有直属卷烟厂7个，职工150多人。
1945年1月4日，《解放日报》在《边区财政经济新面貌》一文中刊载了纸烟作坊竞相发
展的状况。仅陇东地区合水县板桥一地“即由十多家发展到五六十家的最高峰”，关中
分区发展到20家，延安发展到40家，全边区约有烟厂200余家。边区的卷烟厂生产的品
牌很多，如：西北卷烟厂生产的“曙光”、“明珠”、“光明”；华丰纸烟厂生产的“
