美中贸易关税纠纷持续延烧，有共和党国会领袖批评行政当局缺乏充分计划。他们虽然
普遍同意美国应该对中国的贸易行为采取强硬行动，但是一些议员担心川普总统目前的
做法会给美国造成伤害。
“行政当局…在我看来他们没有充分计划，有点像是情绪化的做法，他们想到什么说什
么，”参议院外交委员会主席科克（Sen. Bob Corker, R-TN）星期三(6月20日)在接受
美国之音提问时回答，“我相信中国将会采取同等的报复手段。我无法想象他们不这么
做。”
中国商务部在白宫星期一发表加征关税的消息后，随即回应指责美国“极限施压和讹诈
的做法，背离双方多次磋商共识，”并扬言将采取数量和质量上相结合的综合措施，做
出强有力反制。

基本名词解释: STEM = Science Technology Engineering Mathematics
具体定义在各个版本的STEM法案中略有不同.目前有效的29个月的OPT框架下的STEM专业

SKIL = Securing Knowledge Innovation and Leadership
美国人特别喜欢搞这种acronym,SKIL法案和STEM法案基本上等义.历史上每个版本也基
本上和STEM法案内容重合.
我所知道/能查到的最早的SKIL法案是亚利桑那州共和党议员JOHN SHADEGG在2006年提
出的“SKIL Act of 2006” (H.R. 5744).此公在之后的几年又数次提出该法案,直到他
2011年退休为止.

amendment that could bring more Republican support to immigration reform.
Sen. Bob Corker (R-Tenn.) on Thursday said some details needed to be worked
through but added he thought the deal could be announced.
