If police fired before suspect makes a threatening move, it's illegal.
If police fired after suspect was no longer threatening, either running away
, or on the ground, it's illegal.
All shots fired between the time suspects makes a threatening move till the

nervous. Threatening someone means that you actually give them a threat.
To intimidate is to render timid, to frighten, usually by being unpleasant

either. again, not the kids. off course, if we are threatened, we can
threaten him. if our families are threatened, we can threaten his family. I
am not talking about blind peacificist inaction.
also, you are talking about pre-emptive strike, attack in anticipation of
being attacked. that is a very problematic neocon strategy. again, why
terrists attacked is also an issue that deserve some exploration.
