storm with 135 mph winds on Wednesday, while a new tropical storm formed far
out in the Atlantic.
With Earl on a track that would see it move up along the East Coast, North
Carolina's governor on Wednesday declared a state of emergency. That came
shortly after a hurricane warning was issued for most of North Carolina's
coast — adding urgency to the thousands of tourists on two islands ordered
to evacuate.
