基本意思就是说FCC不能干涉言论自由：
The Communications Act and First Amendment to the Constitution prohibit any
action by the FCC that would interfere with free speech in broad-casting.
The FCC cannot interfere with a broadcaster's selection and presentation of
material for the news and/or its commentary.
The First Amendment and teh communications Act bat the FCC from telling
station licensees how to select material for news programs, or prohibiting
the broadcast of an opinion on any subject.......

不然为什么电视台遇到脏话还要不断的“哔哔”，为什么电视台不在白天公开放成人片
？言论自由，其他人无权干涉啊。

然也不知道FCC是怎么操作的，比方说JANET JACKSON的NIP SLIP你不DVR暂停回放根本
看不到，但是照样被人举报到FCC，FCC给CBS开罚单涵盖所有当天转播的CBS
AFFILIATIONS，电视台自然可以放成人片，要不你让SPICE, PLAYBOY, HOT这样的24小
时成人CHANNEL怎么活了，FCC对NETWORK TV, CABLE, PREMIUM CABLE有不同的要求，
PREMIUM CABLE可以不BEEP脏话，但是NETWORK就不可以，就是CABLE也不一样，COMCAST
曾经犯过一大错，某地区工作人员在迪斯尼卡通台中插播毛片，够厉害吧，COMCAST自
己赶紧认错了，但是FCC最后没有正式下罚单，一是COMAST自己人了，二是没有人举报
，等闲人发现新闻要举报时，事情都解决了

保护？为什么对其他种族的歧视都被禁播，只有对华人的种族歧视言论受到保护，FCC

发帖数: 9761 | 8 禁播？怎么禁？每个电视都送给FCC预审后播出，还是FCC有个操作台，监控上万个屏幕
，哪里不对了，赶紧掐信号？LOL， FCC定规章制度，人家不会禁的，只会事后罚，而
且你问的也不是问题，都是你自己瞎琢磨出来的，美国所谓的禁播实际是SELF
CENSORSHIP，也就是媒体出于商业利益的考虑会自己主动掐掉某些可能引发争议的内容
，实际人真要播，比如让KLAN来侃侃而谈是可以的，FCC绝对不会管，但是观众会抗议
，所以电视台掂量一下，喜欢看KLAN的没有抗议的多，就不播了...
有空多留心多学习，别闭门造车钻牛角尖
