实区别大了。emperor基本上是一个特殊的脉络的集成者（罗马的头头），而东方的皇
帝就是个自我感觉牛叉的王，和领土实力以及下属有没有king没关系。 |

家的头叫king。帝国是文明到更高的程度时才出现的，一般是某个雄主征服了众多城邦
，村庄，甚至不同的民族得来的。帝国的最高统治者叫emperor。古代和中世纪的著名
帝国都是这样形成的。所以在文明早期，比如两河流域的苏美尔人，形成了众多的城邦
。它们相互征战，战争规模越来越大，越来越专业化，但是始终没有统一成帝国，最后
臣服于闪米特人。最初的帝国是文化落后的游牧民族建立的，比如闪米特人。后来文化
先进的民族，也常常不能形成帝国，比如希腊。希腊人虽然战胜了波斯帝国，但是最终
臣服于罗马。
后来皇帝和国王的用法也有点混。比如英帝国，是世界上最辽阔的，统治的民族也最多
，但是其主称王。法国有时称王有时称帝，比如拿破仑。只有普鲁士统一德意志之后，
其主改称皇帝。俄罗斯臣服蒙古三百余年，自崛起后，其主也称皇帝。
老中的历史和西方有点不同。但一般认为夏商周都不能算帝国。自秦，中国之主才称皇
