，无论你实际上报税的时候有没有claim他们。（就像一个人能被claim为dependent就
没有personal exemption，无论有没有人实际上claim他。）
所以，你是否claim他们为dependent对要不要交罚款是一样的——你无论有没有claim
他们为dependent，只要他们符合条件做你的dependent，他们没有保险，你就要交这个
罚款。
不要想着不claim父母为dependent就不用管这个保险的事。如果父母符合条件做你的
dependent，而他们没有保险，而你报税的时候不主动交这个罚款，就是逃税。
所以，你好心给钱别人生活，有可能不但止不能减税，而反而要交更多税。

绝大多数F1不能算作resident，因为F1前五年属于exempt person，不能用于计算183天
但是待满第六年的F1就是resident alien，这是常识。
而exempt person不包含B
所以你对F的举例完全不对
但有一点你说的是对的：如果成了resident alien来报税，海外收入都要考虑
至于能否claim as dependent，那是另一个考量

拿了绿卡有什么好处？有了绿卡可以不必为签证而烦恼，回国比较方便，此外找工作时
可以少些限制，这可能是当初自己所能想到的好处了，而一旦递交绿卡申请，原来的签
证就不能用了，要申请EAD，免税从此就没有了，实际收入马上明显减少了。
