——猜想大概一般的大保险公司policy都差不多——想进一步跟版上新妈和准妈求证一
下：
1）妈妈的保险是可以cover小孩出生头31天的，但"catch"是——他们cover小孩的
sickness or any other emergency care，但routine care（打个疫苗阿、量个身高体
重阿）他们不保。。。 。。。我还不知道头31天是不是一定有routine care on
schedule⋯⋯ 最早一针疫苗是一出生就要打的吧，但那属不属于可以被
cover的范围内呢？
2）保险允许在newborn出生的31天内随时renew plan，将它加进去。不受一年一次或两
次annual renew的限制。
3）一般inpatient hospitalization，就是住院都需要提前打电话给保险公司获得
permission（“prior authorization”），但孕妇生产如果是顺产3天内／剖腹产5天

Regulation: 不好改，需要rulemaking process。
Policy+Guidance：最容易改，只需要出个memo就行了。
VB这个事情，照道理只属于Policy+Guidance，DOS之类的完全有discretion。同样道理
，DOS也可以马上把VB再改回来。法院到底能不能强制DOS，感觉从法律角度来看，应该
不行。移民律师投状子，估计心里也明白这一点，所以号召大家给DOS压力。 |

supreme court也只是对constitution有解释权而已。
constitution是基础，law（或者叫某某act）是在constituion上由congress和总统立
起来的，只要不违宪，law就不会被高院推翻。但law本身可以重新制定，但过程很麻烦
，要投票。根据law，政府部门再制定regulation. 只要regulation不违反law，包括制
定regulation的过程不违反law，regulation就不能被法官推翻。根据regulation，政
府在实施过程中还有policy和guidance，这个就很宽松了，写个memo，主管签个字就可
以实行。奥巴马的EO就是属于这一类。
如果政府在实施policy和guidance的过程中损害了stakeholder的利益，可能应该也会
被告。但是stakeholder的定义很广泛，估计这次针对vb的law suite就需要澄清谁是
stakeholder。 |

I never heard the buyer should shop the tile company unless the buyer wants
to pay for that. Usually the title policy should be % of your price. It
should be the same among those title companies. The only difference is the

以前美国-中国一件免费托运行李，加一件手提行李和背包。中国到美国则是2件免费托
运行李。
现在的政策好像都只有一件免费托运行李，更离谱的是所谓BASIC ECONOMY （我还不知
道何谓BASIC
ECONOMY CLASS)机票只有一个背包，而没有免费手提行李一说。而且万一在登机时被
强制托运手提行李还要收25刀。

以前，这个guide里面是有绿色的勾代表的一栏的。比如，买家可以向卖家要求一些东西，这是可以的。换句话说，主要目的是防止以feedback敲诈。
现在则什么都不能做了。要么，买家同意退换，要么，去ebay resolution center解决。
无疑，这是对卖家的一点点小帮助。当然，以前在版上提到过的一些方法也不能用了。
对买家和卖家都是一定的制约。

上面的文章还不错，但是贡献还不至于很原创，属于参考文献中可引可不引的范围。
没怎么读过上面的文章。昨天搜Is Macro Dead时，发现上面有几篇Solow, Krugman等近
几年的文章，还有许多好像主题挺大的文章，讨论macro, fiscal/monetary policy之类
的。
