吉林是默许甚至有的地方还暗中鼓励。司机的意思是给他三万元也不生老二，太累。
刚才我和一个山东公务员聊天，地点是山东荣成，他说生二胎会被罚得倾家荡产，我问
他具体罚多少，他说三年工资，大约15万元人民币。他老大是个女孩，正在想办法怎么
生老二最经济划算。
咱也不提到底是“左”还是“右”了，山东这个地方确实比吉林更愿意更忠实的执行上
面的政策，无论是过去还是现在，难怪山东冠县能搞出个“百日无孩”来。
我北京有个朋友，在外企工作，女儿已经10岁多了，现在正琢磨着怎么样生老二呢。关
键是北京户口太难上了，哪像我吉林老家，户口只需要3000元人民币。过几天我去北京
看看他，到底找到好办法没有。
我了解的情况不多，也没更多机会了解太多的情况。如有不实之处，请大家指出。
