UCSD Kubiak "chinaman" issue BLP recreations

Thanks for staying on top of this article!
I have absolutely no involvement in this issue other than having seen it
vanishing and re-appearing in the CSD queue, and having tagged the latest
incarnation for G10, but the repeated attempts to recreate this article or
to introduce the content in different ways (Clifford Kubiak, Clifford Kubiak
's Lab Rules) does have the odor of a personal attack, particularly given
that the text claims that Kubiak added the offensive content himself, which
none of the sources claim. The contribution histories of the users involved
also suggest that they may not be entirely unconnected with each other.
Is there any action you might be able to take to prevent recreation? As a
non-admin I'm not clear on whether this would be an appropriate situation
for salting, or if a "delete" AfD is usually needed for that (though it
looks like there will be one of those too soon enough).

For your information, there is apparently a Chinese-language web
campaign against this guy suggesting people use a form letter [2] and visit
