意思很简单，大家都看得懂。你说的该修正案不针对个人，只针对政府，似乎没有依据。

。如果不违宪，仅仅违反一般法律的话，按你的逻辑，国会立法岂不是超出宪法授权的
范围了吗？那这个法律本身不就违宪了吗？
至于你说其它宪法条款只针对政府机构，当然没有问题。宪法多半是对付政府的，美国
宪法就是联邦政府和州政府斗争妥协的产物。但你如果说宪法仅仅限制政府机构，似乎

接受,这里不存在obligation的问题。right是权利的意思，automatically grant是这
一right的consequence，而不是本身。
另外美国关于birthright citizenship的定义还有一部分：
Under United States law, any person born within the United States (including
the territories of Puerto Rico, Guam, the U.S. Virgin Islands, and the
Northern Mariana Islands) and subject to its jurisdiction is automatically
granted U.S. citizenship。
那就是后半句“subject to its jurisdiction”，注意用的是and，这也是获得美国国

美国国籍，另一个并列的先决条件是要subject to us jurisdiction。所以完全可以存
在生在美国，但是不subject to us jurisdiction，那就得不到birthright
citizenship.
