颤寒颤民主党。共和党提出的方案是把每年5万绿卡Lottery取消，名额分给STEM，这根
本不是一个诚心解决问题的提案。排期过的同学都知道，每年能给出1万Extra的名额给
STEM，甚至5千，就能解决很大问题，根本不需要5万。共和党如果当时有诚意，应该说
Lottery分出10%，或者20%，给STEM。这样两党还有得谈。直接说全部取消，这不是协
商，这是侮辱性的打脸，民主党反对也就在情理之中。赵美心不出来，也会有李美心陈
美心出来。赵当时出头给人当枪使，一来是长期加州liberal被洗脑严重，智商低。二
来更重要的是她没有连任压力，2012年反对以后就不当了。民主党当时说5万没问题，
总名额增加五万，从100万增加到105万，但这又触及到共和党底线，共和党不干。这法
案说到底就是玩政治，STEM中印猥琐男给两党挟持当枪使。
这几年最接近通过的是3012法案，取消7%配额，取消血卡配额，不增加总移民上限，基

谈不拢双输。现在民主党走向极左，共和党走向极右。30年前两党温和派占半数以上，
现在急剧下降到百分之十几，结果就是国会扯皮，啥事都办不成。就2013年STEM绿卡法
案的事情，共和党说砍掉Lottery 5万给STEM，民主党说加5万名额给STEM，移民总数从
100万增加到105万。对于STEM来说这两个方案都不错，这种争议非常无厘头。但事实是
两个方案都触及了对方的底线，这不是正常的谈判而是打脸。结果就是两个方案一个都
不可能过。STEM的议题就是给两党当枪使。如果两党都能退一步，协商一下，不要狮子
大开头，事情好好办很多，但这并没有发生。因为人家提案的出发点并不是为了解决问
题，而是为了给对方制造麻烦，让对方难堪。
美国的移民法的立法精神从来出发点都是家庭团聚和庇护弱者，历史上并不偏好所谓的
高科技STEM。STEM由于近几十年新经济的兴起而逐渐有了点地位，但这地位的优先级并
没有在法律里体现出来。这也是为啥你STEM要排五年十年，福建偷渡的两年都能拿卡的

投票。理由是对爱尔兰合法移民不利。STEM法案过了参院给众院民主党扑杀。这个法案
要动Lottery的5万，政治斗争立场很明显了。共和党要取缔5万Lottery给民主党，民主
党要在总数增加5万STEM。都没错，但都是非常明显的不可能过的提案。

小奖在商店里领钱，没人查身份。但要是中了＄500以上的奖，需要去State Lottery

，但发现华人多的地方基本都是民主党当道，比如CA, NY, NJ。 那我印象中TX, FL还
有部分华人，结果这两个州果然有重量级的共和党议员。 TED & Rubio。
TED Cruz: 没深入研究过他的移民主张，似乎主张反移民，但是此人能言善辩，曾经国
会24小时演讲。虽然被川普击败，但现在已经归顺，东山再起，所以可以拉拢他，搞个
“强硬的”移民改革，比如停止或者缩减穆斯林国家的绿卡份额从7%变成1%， 而其他
国家份额变成15% per country, 你懂的。

sold in Illinois, Kansas and Maryland.
The spokesman for the Illinois lottery, Mike Lang, says the winning ticket
in his state was sold in the small town of Red Bud, near St. Louis. An
employee at the Moto Mart convenience store in Red Bud confirms the sale to
CBS News. The Maryland lottery announced earlier its winner was from
Baltimore County. No details have been released on the winning ticket in
Kansas.
